Penny FeldmanPenny Hollander Feldman, PhD
Program Lead

Penny Hollander Feldman is Vice President for Research and Evaluation at the Visiting Nurse Service of New York (VNSNY) and Director of the Center for Home Care Policy and Research (the Center). At the Center, she directs projects focused on improving the quality, outcomes and cost-effectiveness of home-based care, promoting equitable allocation of long-term care to vulnerable populations, developing supportive elder-friendly communities for a growing older population, and supporting informed policy-making by federal, state, and local decision-makers. Currently an Associate Professor in the Department of Public Health at Weill Medical College of Cornell University, Dr. Feldman previously served on the faculty at Harvard University in the Department of Health Policy and Management at the Harvard School of Public Health and at the John F. Kennedy School of Government.

Laurie ReischeLaurie Reische

Laurie Reische joined the Center in February 2002. Ms. Reische is the CHAMP program director and has presided over the project from its inception as a single course program in geriatric medication management targeted to frontline home care managers, to the current expansion of CHAMP into a web-based community of practice targeted toward homecare agency staff, policy makers, homecare governmental associations, and other opinion leaders and stakeholders. Ms. Reische has also managed a number of important Center projects including the Effort for Quality Improvement and Performance in Home Health Care (EQUIP) and the Partnership for Advancing Homecare Quality (PAHQ) which focused on improving the knowledge bases and establishing a model for homecare agency collaboration in quality improvement. Prior to joining the Center, Ms. Reische spent 12 years providing strategic and financial consulting services to hospitals, home health care organizations and other health care clients.

Thomas BowThomas Bow
CHAMP Liaison


Thomas Bow is a Research Analyst at the Center for Home Care Policy and Research, which he joined in 2002. Over the past six years, Mr. Bow has been involved in the development, implementation and evaluation of the CHAMP program. He holds a Masters degree in Clinical Psychology from Long Island University and a Master of Social Work degree from the Wurzweiler School of Social Work, Yeshiva University.

Amy McGuireAmy McGuire
CHAMP Liaison


Amy McGuire, a Research Analyst at the Center, has been involved with the development of CHAMP since it’s inception in 2004. As CHAMP Liaison, Ms. McGuire is responsible for coordinating the day-to-day activities involved in the delivery of CHAMP courses. She also supports ongoing CHAMP activities, including course/product development, program evaluation, and product dissemination.

As CHAMP Liaison, Ms. Stern is responsible for CHAMPNews, CHAMP’s weekly eNewsletter. She also works with the rest of the CHAMP team to support ongoing CHAMP activities, including community building, communications, and product development and dissemination. In addition to her work with CHAMP, Ms. Stern helps to coordinate various Center for Home Care Policy and Research Center projects, including Community Innovations for Aging in Place Technical Assistance Grant (CIAIP TAG) funded by the Administration On Aging (AoA), and RIBN-E (Multi-Regional Model to Increase the Number of Baccalaureate Nurses in the U.S., Expansion in New York City and North Carolina), a project supported by Partners Investing in Nursing’s Future and The Jonas Center for Nursing Excellence.
